发现问题的windows7上安装了ISA防火墙客户端。
解决方法：
在有此问题的windows7上，打开cmd命令提示符窗口，然后输入：
netshwinhttpsetproxyproxy-server=' http=is asvr.XXX.com :8080 ' bypass-list=' 172.16.160.236 '或更高版本命令的作用
