3月9日，经两国政府批准，中国国家航天局（the China National Space Administration，CNSA）局长张克俭与俄罗斯国家航天集团公司（Roscosmos）总经理罗戈津通过视频会议签署《中华人民共和国政府和俄罗斯联邦政府关于合作建设国际月球科研站的谅解备忘录》。
